Job Description
The National Credit Union Administration (NCUA) is seeking a seasoned executive or high-level manager to serve as the Director, Office of Minority and Women Inclusion. As the Director, Office of Minority and Women Inclusion, you will be responsible for all matters of NCUA relating to diversity in management, employment and business activities. Section 342 of the Dodd-Frank Act requires the OMWI Director to 1) develop, implement and monitor policies, standards, procedures and programs for procurement and contracting for goods resulting in increased participation of minority and women-owned businesses and coordinating technical to such businesses; 2) develop standards for equal employment opportunity and the racial, ethnic, and gender diversity of the agency’s workforce and senior management; and 3) assess the diversity policies and practices of entities regulated by the agency.
As the Director of the Office of Minority and Women Inclusion, you will:
• Provide leadership and serve as the NCUA technical expert on all matters of NCUA relating to diversity in management, employment, and business activities, including procurement and all types of contracts, and EEO programs;
• Develop, implement and monitor standards and procedures for the racial, ethnic, and gender diversity of the NCUA’s workforce, contracting activities and entities regulated by NCUA, consistent with Section 342 of the Dodd-Frank Act, governing statutes, regulations and policies;
• Evaluate agency business needs and processes and develop policies and programs to increase participation of minority-owned and women-owned businesses in NCUA programs and contracts including the standards for coordinating technical assistance to these businesses;
• Advise the Chairman, NCUA Board and senior NCUA leadership on the impact of policies and regulations of the NCUA on minority and women-owned businesses;
• Provide executive direction to the oversight of the execution of national and regional equal employment opportunity operations and other programs pertaining to EEOC and NCUA policies;
• Advise agency leadership regarding best practices for recruiting, retaining and developing a diverse, high-performing workforce that draws from all segments of society and values fairness, diversity and inclusion;
• Develop and implement useful and timely management information reporting tools and training for executive leadership and office management as appropriate;
• Establish collaborative relationships and partnerships with other functional teams to achieve positive results consistent with NCUA’s vision, mission and goals; and
• Represent the NCUA on senior level inter-agency committees, meetings, and projects.
